To better understand what decentralized finance is, let's define centralized finance.

Centralized finance represents an ecosystem/environment where different financial services and products are offered through control bodies such as financial institutions, financial service providers, brokers,...

For exemple, if you wish to take out a loan, it is the traditional bank that will decide whether or not to grant you a loan on the basis of its own criteria (more or less subjective with the risk of discrimination, for example). The decentralized ecosystem or decentralized finance is therefore an ecosystem where you can contract this loan from another user (represented by an crypto address) in exchange for certain conditions known to all and therefore fair.

In this 3.0 environment, interactions are said to be peer-to-peer with no control body between the two, but the interaction is traced on the blockchain, on a contract between you and the other user (no need to meet a natural person, to give a ton of documents and to wait for the validation of several people in a defined hierarchy).
